Miss Ganja to induce the flowering state of growth all you have to do is change the light schedule to 12 hours of light and twelve hours of darkness. If you are using a 16 hour light schedule, of course.

if the plants are outside then they will bud on their own, just give them time, unless they are getting light throughout the night at some point, they need COMPLETE darkness, nature will do the rest.
