420 Campaign Editorial - HIGH TIMES' Stand on Legalization Proposals

Marijuana users benefit from a broad social and political movement in support of marijuana's legalization. The resulting competition for public support between organizations and advocates creates innovation and raises professional standards. It also provides choices for channeling financial and political support. This competition produces various plans and proposals for making marijuana's legalization take place in the United States. The success of fundraising programs for various campaigns and organization often depends on their ability to offer a promising and convincing plan on how they will lead us all to success.

Legalizing marijuana may be a challenging enterprise but it is not nearly as complicated as many people seem to think. HIGH TIMES has started The 420 Campaign to mobilize participation in an annual drive to lobby Congress for legalization, in part, to emphasize that simple point. HIGH TIMES encourages proposals for political activity to bring about marijuana's legalization and believes support for such proposals should be based on the following principles.

1. Marijuana reform should benefit all adult marijuana users.

Providing legal access to marijuana for all adult Americans should be the primary objective of national reform organizations and activists. Access to marijuana is a national regulatory issue rather than a states rights issue.

2. Marijuana reform should seek legalization now.

The legalization of marijuana should be sought now and the national debate should focus on comprehensive approaches to legalization on a national scale. While sympathetic to the importance of various related issues, it is clear that marijuana’s legalization on a national basis is the solution to these many secondary problems. Resolution of these issues will likely follow legalization, whereas progress on these secondary issues does not necessarily contribute to obtaining legal access to marijuana for all adult Americans. It is time to focus the nation’s attention on marijuana legalization as a current and pressing national issue.

3. Any reform other than legalization should actually reduce or eliminate penalties.

The changes in laws that result in reductions or eliminations of penalties have greater importance and impact than symbolic measures.

4. Marijuana reform should benefit large numbers of people.

Reform measures should be broadly rather than narrowly crafted. Medical cannabis legislation, for example, should be crafted to protect as many patients as possible. Proposals that let doctors recommend on an individual basis what patients and what conditions would benefit from medical cannabis use are superior to proposals that limit medical cannabis access to a small set of diseases and conditions.

5. The commercial benefits of a legal marijuana market should be available to all adults.

Individuals with experience growing illicit cannabis should have the opportunity to produce cannabis in a legal market, even if they have prior convictions for marijuana cultivation. A legal marijuana market should provide commercial opportunities for all adult Americans, regardless of their participation in the illegal market created by the current failed prohibition policies.

6. Amnesty.

HIGH TIMES believes that amnesty and pardon for all individuals convicted of marijuana-related offenses should be explored by elected officials.

7. Reform objectives:

While legalization will be advanced by these priorities, activists should support cannabis reform efforts with the following objectives:

Reduce and eliminate penalties for marijuana possession and sales (such as decriminalization and/or medical cannabis reforms)

Prevent discrimination against marijuana users (such as denial of student loans or revocation of driver's licenses)

Reduce prejudice against marijuana users (such as proposals to make prosecution of marijuana possession either a low law enforcement priority or, such as on college campuses, subject to the similar penalties as alcohol use.)

My position on this issue is that if Cannabis was decriminalized, it would free up space in the jails/prisons for the ones who REALLY deserve to be there: murderers, rapists, child molesters. If Cannabis was LEGALIZED, our environment could be saved, hundreds of thousands of jobs could be created, Social Security could be ensured for all Americans, and that would be awesome.

Hemp gasoline, Hemp cloths, biodegradeable Hemp Plastic, hemp heating oil, hemp wood pulp, hemp foods, medicinal marijuana, many good things can come from industrial hemp, things that normally come from oil can easily be made from hemp instead, that's why its illegal, because big oil companies know that would lose alot of money if hemp caught on, other companies too, like Dupont, for example. so they used their "connections" in washington to make hemp illegal before they knew what hit em, the MDA missed the meeting because it was about something called "Marijuana", not hemp, which was already known to be a medicine, and they too late discovered that marijuana WAS in fact hemp, so they didnt get to report their findings in time. Marijuana is slang. Hemp, or Cannabis, if i spelled it right, is closer to the real name. there are more reasons and points to make about why it should be legal that aren't here, i was suprised that the list is only up to 7 here.

in the 1920 smoke was fully legal and there is no reason why it is not legal today. the fact that the us says that there is no tax stamp is bullshit. there is one and there has been one since the 1920's.
point 2.it is still legal to possess smoke as long as you have a gram stamp. so then someone that has a piece of paper can do something illegal? point 3 hey why not the cops can shoot someone cause they have a badge. give me a piece of paper and i will smoke pot all day long. roll me a joint cause damn it i got papers but the us is jacked up on its laws!!!!!!!

This is for the Americans that realize we are responsible citizens, capable of controlling our own destiny, just as our founding fathers realized it.
We are a peaceful and freedom-loving people, protected by the Constitution; yet these freedoms appear to be stripped away little by little in the name of laws and restrictions. We protest by voting and writing to our congressman, yet no matter which party is in office we are ignored.
We tried so we go about living in our own little worlds complaining to those around us about what is wrong. We are too busy to get further involved, or say nothing can be done, or that it is too late to change it. SOmething can be done but not if we continue to neglect our duty by non-involvement.
The people formed the Constitution and they divided power and put checks and balances on its use and potential abuse. They alloted the federal government only those powers specifically delegated and further explained this by the 9th and 10th Amendments.
They tried to put protections so that there would never be a federal controlled nation, and we would always have states controlling themselves with a limited federal government.
The Constitution is still in effect and our rights are still guaranteed, but they are being ignored by the public officials because the Constitution is just a piece of paper. WE THE PEOPLE give it life and make it a living principle. Without our knowing everything it says and demanding that it be upheld it will continually be abused.
The government has unconstitutionally taken state land, imposed progressive income tax, controlled farm production, regulated schools, controlled our children, sent U.S. soldiers to fight without declaring war, and set up an independant, uncontrolled and unaudited Federal Reserve System which operates the money power and the entire economy.

I am puzzled as to why none of the organiztions are challenging the original juristiction of the government to outlaw plants to begin with.. OUR GOVERNMENT HAS OUTLAWED NATURE...The web of life is broken, all species are interconnected and interdependent and if you remove one species it affects all other living species.. Does anybody understand that?? The cannabis law's are unconstitutional, there is a case in court right now: Ron Kiczenski vs. DEA and other departments of the gov. This case is challenging the governments original juristiction to outlaw plants.. Why isn't NORML or MPP helping with this case?? They are fully aware of it! All these new law's and reform are just complicating thing's.. Why not strike down the original prohibition laws and end it the right way.. We all win.. Here are some facts that they like to hide about pot. the drive to make it ilegal started in the depretion, when the government to pass off blame about why there were so many unemployed people they blamed it on the mexican populatin and said it was because of lack of control over the border and that they were traficing in this highly adictive drug that after just one hit you were hoplesly adicted (see refer madness-movie. to see if this was true theador laquardia then mayor of new york began a study that showed that the "problem" wasnt as wide spread as they clamed and that marijuana had no lasting side efects and was not adictive but the commition that was pushing for new anti drug laws ignored the report and said the goverment would no longer fund any reserch concerning marijuana use in short it is just another scape goat for the goverment to rationalize why america is falling behind in education oh its not because we cut the education budget by a few billion its because all those preshoolers are pot heads...info refrence hist ch --illegal drug series (sorry about my spelling)

Cannabis is very legal in Santa Cruz, CA. Ingesting marijuana has been proven to not adversely effect a person's health in any way, and smoking it will never give you lung cancer because its got chemicals in it that prevent lung cancer, and it lacks the ones that do cause it in cigarettes

A helpful fact that i would think would help a lot in a campagne to legalize it is that marijuana was only made illegal because some straight edge hippie-haters back in the 70's claimed that a group of African-Americans did some violent acts on cannabis, when in reality ganja promotes a peaceful lifestyle. Meaning its illegal for the wrong reasons.

i would sure like to think all of this was more than just wishful thinking. I just dont see legalization happening until we somehow(and I dont know how)get lobbyists in Washington D.C. working on this issue. Seems to me this is the only plausible way it could happen but lobbyists are owned by those who support prohibition. I really dont think marijuana legalization will ever happen in the Facist States of America untill the people actually rise up and do something about the problem themselves. Now as to how to go about doing that in a efficient productive manner, I dont know.

i am 16 years old and live in alabama.i definitely agree with legalization because it is beneficial to the social experience of school work and life.when i get high i get to remember things in the back of my head i would otherwise have lost forever.i am a pothead and i make good grades i dont get in trouble i have positive hobbies.there is nothing wrong with marijuana,if you are gonna let us smoke cigarettes then let us smoke pot.plus cigarettes contain chemicals found in drain cleaners hair removal products and even your roof, and pot is all natural.we need to stop being politically correct and start living.
