The only way bad laws get changed is when good men and women stop enforcing bad laws. Prohibition ended in a large part because good police stop enforcing the laws and good judges stopped sentencing. As long as we have cowboy-wannabes hiding behind badges, people who love their job just as it is, we will never have justice.

You can't tell me that the cop involved didn't think it was funny as hell and a story to add right up there at the top of the stories-I-want-to-tell every damn chance he can, all summer long list. No way did he think he was taking a danger off the streets. This is not justice, this is not keeping the peace; just one asshole getting a kick out of screwing with someones life for a joke, and $40 of pot.

The cop was doing his job. They didn't seek him out, he unintentionally sought them out. It isn't the police who make the laws. In this case I can't see how he did anything unethical. They have to enforce these laws that are diverting them from catching real criminals.
