New Mexico Proposes Fee Increase, Greater Confidentiality for Medical Pot Program
Tue, Aug 31, 2010 5:15 pm
The New Mexico Department of Health would like to increase the application fee paid by potential medical cannabis growers in the state from $100 to $1,000. The state has approved 11 growers since March 2009 – when they issued their first grow license. Growers are restricted to 95 plants and seedlings and “an inventory restricted to current qualified patient needs.”
In addition to the application fee, the Health Department proposes to create an annual fee for licensed nonprofits that grow pot. The state, which has 2,250 medical marijuana patients, estimates that each licensed grower could clear $300,000 to $400,000 a year. The new fee “would be equal to 7 percent of a producer’s total annual gross receipts.”
Officials say the increase would “help the program be financially self-sufficient.”
Other potential changes include testing medical marijuana for contaminants to ensure a safe product and a measure that would make the names of doctors who certify patients confidential.
“Some practitioners are reluctant to certify patients’ eligibility due to concerns over federal law.” Making doctors’ names confidential would protect “the integrity of the program and the safety and security of those practitioners who refer patients to the program.”
