umm makes sense, most people on welfare are following the rules and are going through tough times and many feel down on their luck and are having a hard time excepting welfare in the first place. It is sad for them but their kids need to eat.
So why make them feel worse and run down the little self esteem they have left, thus making it harder for them to look for work as they are made to feel unworthy of respect.
2 people out of 100 failed 2 found work or left the state or were to proud to pee in a cup for a little food. Or maybe the last 2 just feel it is easier to kill you and take your money instead.

I have an idea let's just steal their souls and leave them with no hope, then we can feel better about ourselves.
If you need to be in control, try being in control of your own life and feel better about yourself through love and understanding of the 96 people who follow the rules and who your respect can help by building their self esteem to the point where they feel enabled to get off welfare. Or just set a length of time for welfare to last and then everyone has a target date to improve their lives and offer extensions for those in need like the mentally ill and Mothers of disabled children that need full time care. There's no way to tell how many people were going to take the test but didn't because they were on drugs.
