A bunch of the Brotherhood of Love dudes got hired by the Laguna Beach parks association to work on landscaping and maintaining the parks and beaches around Laguna.

Most local people along the southern California coast who went to Mexico lot in those days, surfers, greasers, drunks, whore hounds, or junkies were smuggling back things like booze, cigarettes, guns, junk. I knew a guy who was smuggling in birds for his collection. It wasn't a big deal. Then when pot smoking started up big time, the same people smuggled bricks.

At least, in Laguna up till 66/67 most of the surfers were guys who were at ease in the water on big days, guys who grew up there and spent a lot of time on the beach. They were also doing lifeguarding and spearfishing, surfing was part of the mix.
Going on a surfing trip was like going camping for us. A van was a step up from a tent.
Grass and acid hit the scene. The rest is history.
