Water Resource Control Engineer-Marijuana Cultivation

Job Description:

This is a limited term position that may be extended and/or may become permanent in the future. The incumbent will oversee engineering analyses, investigations and enforcement of slope stability, hydrologic analyses, erosional processes resulting from improper or unpermitted road construction activities and watercourse crossings associated with marijuana cultivation. The incumbent will perform the following duties in the North Coast Regional Water Board’s Cannabis Cultivation Waste Discharge Regulatory and Enforcement Program. Investigate/inspect sites as part of partner multi-agency inspection teams, or as part of in-house staff teams, sometimes accompanied by law enforcement officials.

Sites may be identified through task force tactical/strategy meetings and efforts, in-house aerial reconnaissance efforts or imagery analysis, or in response to complaints received through other channels of alleged and/or actual pollution or other conditions contributing to water quality degradation, and make appropriate recommendations for abatement and/or prevention. Conduct field investigations jointly with local, state, or federal agency staff and law enforcement officials at sites where wastes, including toxic or hazardous materials, are discharged, threatened, or stored. Job Requirements:

Organization and decision making sills and the ability to work effectively with stakeholders and members of the public. Well established verbal and written communication skills, good customer service and teamwork skills, ability to make effective presentations, and proficiency in standard computer applications. WHO MAY APPLY: Individuals who have list, transfer or reinstatement eligibility for appointment to the Water Resource Control Engineer class. Applicants that do not have transfer or reinstatement eligibility must have list eligibility on the State Water Resources Control Board’s Water Resource Control Engineer certification list.
